The upshot of all the work is this.

The black box is a relay regulating the power to the usb charger. Both relay and USB charger are using ACC1 and 2.

My solution? Use the usb charger.....duh....

Am now trying to source a mount that I can fit....

The ACC2 line is 1 amp and the relay is using it to trigger the ACC1 10 amp line, as the ACC2 line is key activated, preventing the ACC1 line from being hot all the time, just when the key is on. USB sockets like that have a constant parasitic draw to them, whether there's something plugged into them or not. So a person would hook it up this way if they wanted the socket to only be powered when the key is on.
